<p><i>LIVERMORE, Calif. – July 14, 2009 –</i> Topcon Positioning Systems (TPS) recently unveiled the IP-S2, a vehicle-mounted, mobile 3D precision mapping and survey system. The IP-S2 combines dual-frequency GNSS signal tracking and positioning and inertial measurement to integrate laser scanning and digital imaging.</p>
<p>Using 3D laser scanners, LIDAR, and/or cameras, the data collected is integrated, time-stamped and geo-referenced. The customer can then quickly and accurately combine LIDAR “point cloud” and digital imaging data to build 3D models of the areas driven. </p>
<p>Industry-leading sensor integration creates unlimited applications for the technology in GIS, construction, agriculture, mapping, and machine control -- all areas where Topcon has market leadership.</p>
<p>Ray O’Connor, TPS president and CEO, said, Topcon’s Inertial Positioning System (IPS) “makes it possible to track motion through 3D space, creating an instant solution to myriad asset management and data collection applications.”</p>
<p>With its high accuracy scanning and inertial measurement capabilities, its ability to support a variety of sensors and its 360-degree hemispherical digital video camera system, O’Connor said, “The IP-S2 can gather accurate measurement data in extremely difficult conditions, such as tunnels, under bridges, in heavily wooded areas or urban canyons.</p>
<p>“The applications for the IP-S2 are limitless,” he said. “Whatever you can conceive of in the areas of asset management, data collection on precise location of virtually any subject, using digital photography capabilities, as well as laser scanning options, with its onboard tools the IP-S2 can do the job.”</p>
<p>Collecting field data for GIS applications has always been a time-consuming task, usually taking several years to fully accomplish. As a result, many databases are incomplete, preventing managers from utilizing their full potential. Safety has also been an issue, requiring personnel to stand in highly traveled road corridors where most assets are located.</p>
<p>Eduardo Falcon, senior vice president and general manager of Topcon’s Emerging Business Unit, said, “The IP-S2 revolutionizes the way in which GIS field data can be collected. One pass of an area at normal vehicular travel speeds provides a complete dataset of highly accurate position information and high resolution imagery.” </p>
<p>He added “Using new software tools, GIS operators can easily identify features, assign attributes, and then export them to geospatial applications. The reduction in cost and improvement in safety are exponential compared to traditional ground survey methods.”</p>
<p>The IP-S2 standard system includes three high-resolution LiDAR scanners that cover the vehicle path at ground level and sweep the adjacent areas to a distance of 30 meters.  The technology can provide location and geo-referencing with survey accuracy of visible utilities, traffic signals and roadways, modeling GIS maps, examining tunnels, taking inventory of and collecting 360-degree digital images (at a rate of 15 frames per second) to catalog surroundings in real time.</p>
<p>The IP-S2 software and hardware were designed and constructed in a modular format so that an array of present and future sensors can be easily integrated to the existing scanner ports.  The IP-S2 also works in coordination with an online data post-processing service to provide data sets with the highest possible accuracy. You obtain the information, you store the information safely and you can retrieve it effortlessly.</p>
<p>Falcon said the IP-S2 was designed “from the beginning with the goal to be easier to install, learn and use than any other existing mobile positioning solution.”</p>

Topcon’s current GR-3 and NET-G3 receivers are L5-capable.<br /><br />The satellite began broadcasting the new signal April 10 and Topcon engineers successfully tracked the signal a few days later.   The Air Force testing of the L5 signal is presently from one GPS satellite.<br /><br />Ivan Di Federico, TPS senior vice president, engineering, said, “It is expected to be several years before the L5 signal is operational. Topcon’s receivers are ready to utilize the new signal once it is operating and when there are enough satellites transmitting the signals to improve positional quality.”<br /><br />Topcon receivers can also receive GPS/GLONASS L1/L2 as well as GPS L5.<br /><br />In an official announcement, the U.S. Air Force has cautioned the L5 signal is still under development and that quality and accessibility of the signal is not guaranteed.<br /><br />Di Federico said, “Tracking the L5 signal is a testament to the hard work, expertise and dedication of Topcon’s corps of engineers. Starting more than four years ago, our engineers made sure that when the L5 signal became active, our receivers could track it.”<br /><br />He said the L5 signal was received at the Topcon Technology Center in Moscow. The satellite signal was tracked over a three-hour period at the highest satellite elevation. It has an array of new features to aid Topcon users in the field.” <br /><br />He said, “The 3.4 G3 firmware is the first in the marketplace to be able to automatically detect the make of the network receiver creating corrections for the rover and applying the proper bias to the GLONASS system measurements contained in the GNSS network solution.” <br /><br />Killpack said, “Different manufacturers have different offsets (or biases) for the GLONASS constellation of satellites. As each hardware manufacturer outputs different values for GLONASS measurements, it has been a challenge for a customer to mix systems or to operate inside of a GNSS network that was not of the same make as the rover.” <br /><br />“In the past,” he said, “the user had to utilize same-brand bases and rover units to realize the added benefits of GLONASS measurements.  Now the Topcon user can enter the make of the base or network manually inside of TopSURV 7.2.3 field software, or the system will apply the proper offsets from the broadcast RTCM 1033 message automatically.” <br /><br />Topcon’s 3.4 firmware gives the flexibility of using different makes and models of base stations with Topcon rover systems.  “In today’s network environment, the user is connected to a network that may or may not provide a bias to the GLONASS signal information. In the context of the devastating Wenchuan Earthquake (8.0 on Richter scale) last year, the Chinese government hopes to use state-of-the-art technologies to enhance disaster-relief capability. CEA is planning to use the equipment to re-measure more than 2,000 ground monuments throughout China in 2009.</p><p>Crustal deformation is measured by tracking the movement of points on the Earth's surface, ground tilt and strain, as well as fault slip.
